Author Guidelines

Submission and Evaluation Process

  1. Authors prepare the manuscript according to the IJECER template.
  2. The manuscript is submitted via the online submission system.
  3. An initial editorial screening is conducted for scope, format, and similarity check.
  4. Eligible manuscripts are sent to at least two independent reviewers under a double-blind review system.
  5. Authors receive reviewer comments and may be asked to revise their manuscript.
  6. The Editor-in-Chief makes the final publication decision.

The average review period may vary depending on reviewer availability and revision rounds.


1. Manuscript Preparation

Authors should prepare manuscripts according to the formatting and submission instructions provided on the journal website. Manuscripts must be clear, concise, and adhere to the journal’s scope.

  • Follow the required template, including abstract, keywords, introduction, methods, results, discussion, and references.
  • Figures and tables should be properly labeled and referenced in the text.
  • All manuscripts should be written in academic English.

2. Ethics in Research and Publication

  • Studies involving human participants or animals must have approval from an appropriate ethics committee or institutional review board.
  • Informed consent must be obtained where applicable and clearly documented in the manuscript.
  • Authors must ensure originality and avoid plagiarism, data fabrication, or falsification.
  • Use of generative AI tools must be transparently declared, and authors remain responsible for all content.
  • Authors must disclose any financial, institutional, or personal conflict of interest.

3. Peer Review Process

  • IJECER applies a double-blind peer review system, in which both authors and reviewers remain anonymous to each other.
  • Authors must anonymize manuscripts, removing names, affiliations, acknowledgements, and funding information from the main document.
  • Self-citations should be written in a neutral manner to avoid revealing author identity.
  • The editorial board evaluates submissions for scope and quality before sending them to at least two independent reviewers.

4. Plagiarism and Publisher Responsibilities

  • All manuscripts submitted to IJECER are screened using plagiarism detection software (e.g., iThenticate).
  • Plagiarism includes direct copying without citation, self-plagiarism, improper paraphrasing, and citation manipulation.
  • Manuscripts with unacceptable similarity levels are rejected or returned for revision.
  • The overall similarity index of a manuscript must be less than 20%, with no single source contributing more than 3%.
  • The publisher supports editors in handling ethical issues, ensures editorial independence, maintains permanent accessibility and digital preservation of published content, and takes reasonable steps to identify and prevent publication malpractice.

5. Copyright and Author Declarations

Authors retain copyright of their work. During submission, authors are required to complete an Author Declaration Form confirming:

  • The manuscript is original and not under consideration elsewhere.
  • All authors have approved the final version.
  • The work complies with ethical standards.

By submitting a manuscript, authors grant IJECER a non-exclusive right to publish and distribute the article under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

6. Conflicts of Interest

  • Authors must disclose any potential conflicts of interest, including financial support, institutional affiliations, or personal relationships that may influence the research.

7. Data Availability and Archiving

  • Authors are encouraged to include a Data Availability Statement.
  • Authors should retain raw data for verification and replication.
  • The journal ensures long-term digital archiving and preservation of all published content.

8. Corrections, Retractions, and Appeals

  • Errors that do not compromise the validity of the study are corrected via corrections.
  • Unreliable findings due to misconduct or serious error result in retraction.
  • Authors may submit appeals or complaints to the editorial office; these are handled objectively, transparently, and according to COPE guidelines.

Any concerns regarding ethical issues, misconduct, or other publication-related problems should be reported to the editorial office: info@ijecer.org. The editorial office investigates all concerns and ensures that decisions are made fairly, transparently, and according to international best practices.

10. Licensing Policy

The International Journal of Electrical and Computer Engineering Research (IJECER) is an open access journal. All articles published in IJECER are distributed under the Creative Commons Attribution 4.0 International (CC BY 4.0) license.

This license permits unrestricted use, distribution, and reproduction in any medium, provided that the original work is properly cited. Authors and readers may freely read, download, copy, distribute, print, search, link to, and reuse the full texts of articles for any lawful purpose.

11. Copyright Statement

Authors who submit manuscripts to IJECER agree that they retain copyright of their work and grant the journal a non-exclusive, worldwide license to publish, distribute, and archive the article in all formats and media.

By submitting a manuscript, authors confirm that the work is original and that they have the authority to grant this license. Authors also grant third parties the right to use the article in accordance with the terms of the CC BY 4.0 license.

12. Article Processing Charges (APC)

The International Journal of Electrical and Computer Engineering Research (IJECER) does not charge any submission, processing, or publication fees. All articles are published free of charge.

There are no article processing charges (APC) or submission fees for authors.

13. ORCID ID

IJECER encourages all authors to register for an ORCID identifier and include it in their submissions. ORCID provides a persistent digital identifier that distinguishes researchers and ensures proper attribution of scholarly work.
